Mr. Johnson identified State of Maryland Capital Improvement
Funds as a source of public financing to build the necessary
road improvements to pass the APF Test of Traffic. Mr. Johnson
built State and Local County political support that enabled
the project to receive a $72 million allocation of Maryland
Capital Improvement Funds. After the project passed the
APF Test, the developer was able to secure District Council
approval of a new Sector Map Amendment (“SMA”) which
created the right to build 3 Million SF of new office space,
1 Million SF of Retail and 14,000 new residential units and
an entertainment district which increased the land value by
$50 million. Our CJR partner found a buyer that purchased
the property for $64 Million and helped the buyer secure an
$85 million commitment for financing.
