With CJR as Mercer County’s development partner assisting with construction, financing and marketing, the Master Plan for completion is being carried out via a public-private partnership. In addition, CJR has identified a number of tax, employment and training incentives offered by the state of West Virginia to deliver an attractive package of incentives to the development including access to low-interest project financing.
